More likely, those governments are going to get into a race against time to carve up the Americas, and not clear how Savage would take advantage of that to his own benefit. The other half will be (relatively) intact, aside from a few radiation clouds and and temporary super-storms, so he's still going to have to deal with massive governments of China and Japan and India and Russia and maybe most of Europe while he sits in a hemisphere with near zero population. Even if Savage manages to fry the Earth, he's only going to fry half of it. The evil plan was a little odd, to say the least. Nice inclusion of more "street-level" rogues like Mirror Master. Interesting choice to make Vandal Savage the big bad, although his immortality and age have zero impact on the plot.
